Nineteen of the Russian's 21 victories have been earned on hard surfaces
A revitalized the Russian player secured his first championship for nearly 30 months with a win over Frenchman Moutet in the tournament championship match.
The athlete, a ex- number one, has had a torrid period, achieving just one win at the Grand Slams and experiencing a setback at the US Open.
The player's unpredictability on the professional circuit - and struggles with his service game in particular - resulted in him dropping out of the top ten and eventually separating with long-term mentor his previous coach.
Now working with Thomas Johansson and Rohan Goetzke, the tennis star has gradually improved in the recent weeks - climaxing in a tightly fought three-set victory over challenger Moutet.
It is his first championship after the Rome competition and maiden on a hardcourt after spring of that year.
The win also signifies the Russian has secured 21 championships at 21 distinct tournaments.
"This marks the first occasion I have attended a event with my two daughters at once, so to get a trophy is especially meaningful," stated tennis professional Daniil Medvedev.
"This victory is in honour of my second daughter my daughter, because the maiden victory I achieved when my child Alisa was born was for her."
The tennis star, the 2021 US Open champion, had lost his previous six championship matches, including in the German tournament in the past months.
Medvedev's counter-punching play style and recurring outbursts on the tennis court had led some to wonder if his ability to compete at the highest level was concluded.
Yet the 29-year-old has implemented adjustments in the last few weeks, attempting to approach the net and compete assertively, reinforced by an enhanced serve.
He came back from a break down in the initial set against the challenging Moutet, taking four of the last five exchanges to go ahead.
The competitors traded break points in the following set before Moutet, striving for his initial ATP Tour victory, seized the initiative to force a final set.
The opponent rescued 4 initial opportunities in a tight third set before Medvedev broke to 15 to secure the win.
Appropriately, he earned the win with a point at the front of the court, with his opponent unable to control a return after two hours and 38 minutes.
